Da Nang widely disseminates and implements the speech of General Secretary To Lam at the Party Congress of the Vietnam Fatherland Front and Central mass organizations for the 2025-2030 term.

On the morning of November 3rd, the Party Committee of the Vietnam Fatherland Front (VFF) of Da Nang City held a thematic meeting for the fourth quarter of 2025 with the theme: “Studying, understanding, and disseminating the speech of General Secretary To Lam at the First Congress of the Party Committee of the VFF and Central Mass Organizations (Central Committees), term 2025-2030”. The meeting was chaired and the dissemination and understanding of the speech was given by Comrade Le Tri Thanh, Member of the Standing Committee of the City Party Committee, Secretary of the Party Committee, and Chairman of the VFF Committee of Da Nang City. Attending the meeting were members of the Executive Committee and the Inspection Committee of the VFF Party Committee of Da Nang City, along with the Party committees of the affiliated branches and Party organizations. Among them, the Party branch of the Association of Victims of Agent Orange/Dioxin of Da Nang City had 5 members of the Party committee attending the meeting. Comrade Le Tri Thanh, member of the Standing Committee of the City Party Committee, Secretary of the Party Committee, and Chairman of the City Fatherland Front Committee, disseminated the core contents of General Secretary To Lam’s directive speech at the First Congress of the Party Committee of the Fatherland Front and Central Committees, term 2025-2030. At the conference, Comrade Le Tri Thanh disseminated the core contents of General Secretary To Lam’s directive speech at the Congress of the Party Committee of the Fatherland Front and Central Committees. According to General Secretary To Lam, the Fatherland Front is the people; it is the place that most broadly unites all strata of the people – workers, farmers, women, the elderly, youth, veterans; people of all ethnic groups and religions; intellectuals, businesspeople, artists; and Vietnamese people abroad. The strength of the Fatherland Front is the strength of the people’s will, and the tradition of the Fatherland Front is unity. The General Secretary emphasized three important guiding principles: Placing the people at the center, as the subject, goal, and driving force of reform. Every resolution and action program must answer the question: “What practical benefits will it bring to the people, to each vulnerable group, and to each specific community?”; Combining democracy, discipline, and the rule of law. Expanding democracy at the grassroots level, promoting social dialogue, while simultaneously upholding discipline, the supremacy of law, and respecting differences; Shifting from formal movements to tangible results, based on data and statistics; prioritizing models that can be quickly replicated, are cost-effective, have a significant impact, and bring concrete benefits to the people. Along with that, the General Secretary clearly outlined six key tasks regarding organization and coordination mechanisms: “one task, one point of contact, one deadline, one result.” These are: Perfecting the operational mechanisms of Party organizations within the Party Committee and Front system; Strengthening and expanding the great national unity, ensuring no one is left behind; designing a multi-layered, multi-channel network of representation and participation for workers, new-generation farmers, youth on digital platforms, women, vulnerable groups, ethnic minorities, and religious communities; promoting national and religious unity; deploying a “Digital Front Portal” to receive people’s suggestions 24/7; organizing “Month of Listening to the People” at all levels and regions; building interactive maps on people’s livelihood issues. Caring for the people’s lives with six key areas of people’s welfare, assigning specific responsibilities to each organization. The General Secretary also requested innovation in the working methods of mass organizations, combating the “inverted cone” relationship between the central and grassroots levels; institutionalizing the process of “People know – People discuss – People do – People inspect – People supervise – People benefit.” The “3 Public Disclosures – 3 Supervisions” criteria were issued: public disclosure of objectives, resources, and progress; supervision by the people, the Fatherland Front, and the press. At the same time, inspection, supervision, rewards, and strict disciplinary measures must be strengthened; there should be no excuses, no avoidance of confrontation, and no pursuit of superficial achievements. General Secretary To Lam also clearly stated the requirements for Party members working within the Fatherland Front and mass organizations: they must be the core, maintaining “3 closes” (close to the people, close to the grassroots, close to the digital space); implementing “5 musts” (must listen, must dialogue, must set an example, must take responsibility, must report results) and “4 no’s” (no formalism, no avoidance, no shirking responsibility, no misuse of function). Delegates attending the Conference Also at the conference, the Party Committee of the Vietnam Fatherland Front of Da Nang City implemented the key contents of the Resolution of the First Congress of the Da Nang City Party Committee and the Resolution of the Party Committees of the City Party Committee’s agencies, clarifying the direction, objectives, tasks, main solutions and specific action programs, in order to quickly put the resolution into practice. It is requested that the branches and party committees under the Party Committee of the Vietnam Fatherland Front of Da Nang City organize the dissemination, study and implementation of this content in November 2025.
