Governing Body: The center is established under the Da Nang City Association of Agent Orange Victims. It is under the direct management and guidance of the Chairman of the Da Nang City Association of Agent Orange Victims, has legal personality, its own seal, and is authorized to open bank accounts according to State regulations. e. Functions and Objectives: To assist the Da Nang City Association of Agent Orange Victims in effectively receiving and utilizing cooperation programs and projects from international organizations, domestic and foreign organizations and individuals to implement activities related to care, nurturing, rehabilitation, vocational training, education, etc., for disabled children who are victims of Agent Orange and disadvantaged children cared for at the center, in accordance with State regulations. The Da Nang City Center for the Protection of Victims of Agent Orange and Disadvantaged Children is a public service unit operating for charitable purposes. Activities at the center include: – Caring for and nurturing children affected by Agent Orange and disadvantaged children in a semi-residential setting. – Rehabilitation and physical therapy in various forms. – Education and vocational training: embroidery, sewing, incense making, beadwork, flower making, electrical engineering, electronics, etc. – Organizing recreational activities, singing, and entertainment to help children initially reduce stress and depression, build confidence, and gradually restore physical and intellectual functions, enabling them to reintegrate into the community. 2. Organizational structure and staff of the Center: a. Board of Directors: Consists of 1 Director and 2 Deputy Directors – 1 Director: Mr. Nguyen Van An (Chairman of the Association) – 2 Deputy Directors: – Ms. Vo Thi Thu (Party Member) – Mr. Bui Trung Hieu (Party Member) b. Specialized Departments – Board of Directors – Social Work Department – Special Education Department – Career Guidance Department – Administration In addition, due to limited funding, some colleagues at the Association’s Office also hold additional positions at the Center: specifically, the Chairman of the Association also serves as the Director of the Center, one Vice Chairman of the Association in charge of external relations also handles external relations and project development at the Center, one Vice Chairman for Social Work also handles social work and movements, the Association’s Accountant also serves as the Center’s Accountant, Treasurer, Secretary, and Driver also hold additional duties at the Center. c. Training and professional development for staff at facilities under the Center: The majority of staff working at the Center have not received basic training in social work. The Center always focuses on improving the capacity of its staff, regularly sending them to attend short-term training courses on knowledge and skills in caring for children with disabilities, rehabilitation, and special education… organized by the Department of Social Protection, the Department of Labor, Invalids and Social Affairs, UNICEF, etc. One staff member was sent to study on caring for children with disabilities for 2 months in Hanoi, sponsored by the VNAH organization, creating conditions for one staff member to study full-time while still receiving a monthly salary. In addition, the Center also organizes study tours for staff to learn from other facilities such as the Friendship Village and some centers in Ho Chi Minh City. d. Staff Benefits and Allowances: Because the Center’s operations depend on mobilized funding, mostly through the implementation of projects supporting the Center, staff at the Center are primarily employed on short-term, voluntary contracts. In addition to salaries based on performance, they receive allowances for transportation, holiday bonuses, and salary increases for long-term, highly responsible staff. The Center also provides health insurance and social insurance in accordance with regulations for its staff (except for two cases of disabled individuals, which the Center is currently researching to find a solution). Staff with qualifications and training are employed under contracts with salaries in accordance with regulations to motivate and attract them. For unskilled laborers, the minimum wage coefficient is applied in accordance with regulations. 2. Facilities and Equipment of the Center’s Facilities: a.
